On June 14, 2018, the All-Ukrainian Seminar-Meeting on the Issues of Personnel Training and Certification in the field of Knowledge “Public Administration” was held at the National Agency of Ukraine for Civil Service.
The National Agency of Ukraine on Civil Service as a central executive authority that provides for the formation and implementation of state policy in the field of public service, provides functional management of the civil service in government agencies, is actively involved in solving urgent issues related to the reform of the educational and scientific area, in particular, preparation Personnel of higher qualification in public administration.
In the congratulatory speeches of the participants of the seminar, the words that in the context of reforming the public administration in Ukraine, the introduction of the newest management practices into the general system of activity of specialized scientific councils, the improvement of the basic criteria for assessing the scientific and pedagogical and scientific activities of applicants for academic positions by professors, associate professors and senior researcher.
During the event, important issues of development of the science of state administration, in general, the need to master European methods of innovative development, improvement of the process of formation of training and certification of personnel of the highest qualification of public administration were discussed. Presenters noted that today in Ukraine priority issues are related to the activities of specialized scientific councils, the definition of the specialization of scientific research, actualization of the topics of dissertation work and the provision of their target character.
Participants of the event discussed the main approaches to reforming the system of training highly qualified personnel in the context of the adoption of the new Law of Ukraine “On Higher Education”. In particular, it was a question of obtaining a Ph.D. degree and training on relevant educational and scientific programs, as well as the need for the development of subordinate acts to enable the preparation of doctors of philosophy and the defense of dissertations in specialized scientific councils in compliance with the regulatory requirements.
From the Assembly, the participation in the scientific meeting was adopted by the Chairman of the Specialized Doctoral Scientific Council of the State Administration of MAUP, the Vice-rector of MAUP Romanenko Evgeny Alexandrovich, who congratulated the participants and noted that the increasing complexity of state and management tasks solved by modern society, the formation of new systems and types of management, activation of theoretical and practical developments and decisions in the management sphere actualize the issues of formation and implementation of state policy Licensing of educational activities, control over observance of licensing conditions, accreditation of educational programs.
Selected areas of the seminar-meeting have contributed to fruitful discussions, the exchange of views on the use of effective new methods and management technologies, and provided a real opportunity for further development of the state administration in Ukraine.
