December 27, 2016 was held scientific conference “THE THEORETICAL AND METHODOLOGICAL ISSUES OF  PUBLIC ADMINISTRATION IN UKRAINE”, which was attended by representatives of the Presidential Administration of Ukraine, the Verkhovna Rada of Ukraine, other state agencies and local governments, leading scientists of the Institute of Legislation of the Verkhovna Rada of Ukraine.

From the Assembly in the conference take part Assembly President, Doctor of Science in Public Administration, Professor, Honored Lawyer of Ukraine – Evgeny Romanenko, First Vice-President of the Assembly, Doctor of Science in Public Administration – Oksana Parkhomenko-Kutsevil, Executive Director of the Presidium of the Assembly, PhD of  Public Administration – Irina Chaplay and also member of the Assembly – Doctor of Science in Public Administration, Professor – Alexander Puhkkhal.

The participants exchanged views on the role and importance of the system of public administration in ensuring of stability and renewal of social and political life. Particular attention was paid to the problem of state management in the context of European integration of Ukraine.

The state, problems and prospects of development of the bodies of state power in Ukraine are considered.

The participants noted that one of the most acute problems in the field of public administration there is the presence of low-skilled managerial personnel holding by the old ideas about ways of managing, rather than the new market laws. Governance structure is uncertain, costly, is not able to react quickly on the changes, continues to worsen. State problems are solved not through knowledge, skills and abilities of management training and by increasing the number of frames in the structure of public administration. Considerable attention was paid to the analysis of foreign experience of the solving of these problems.

Also, it was noted that in order to improve the governance structure its necessary to:

 – Focus on the quality of management training during their recruitment and selection;

 –  clear divide functions, objectives and tasks of the executive, legislative and judicial authorities, based on law and justice;

– introduce a system of control, self-control and mutual control of all branches of power, using as a primary control – the control of society (the foundation of democracy system).

During the discussion, participants voiced concrete proposals on possible amendments in the system of public administration, but also preparing of the society for their perception.
