On September 28, 2018, an international scientific seminar “Ukrainian scientific publications: current state and development prospects” was held by the Interregional Academy of Personnel Management (hereinafter – IAPM). Seminar was organized by IAMP and Internnauca Publishing House. The seminar was held under the scientific guidance of the President of the Assembly, Romanenko Evgeny Alexandrovich.

The seminar was attended by the leadership of the Ministry of Education and Science of Ukraine, higher education institutions of Ukraine, international experts in science and publishing, chief editors and members of editorial boards of scientific publications, staff of scientific libraries and repositories, students, postgraduate students, doctors and scientific and pedagogical staff of IAPM and other higher education institutions.

An introductory speech to the participants of the scientific seminar was addressed by the Rector of IAMP, Doctor of Law, Professor M. Kurko. He noted that holding such scientific events is important for the development of the scientific potential of domestic editions and their integration into the world scientific space.

Opening the event, Vice-rector of IAMP, Doctor of Sciences in Public Administration, Professor Romanenko Ye.O. presented the guests of the honorable guests of the event and noted that in Ukraine over the past two years there have been significant changes in the field of higher education. One of the factors that led to the modernization of this sphere is the adaptation of domestic scientific publications to international standards. An important innovation that triggered discussion and discussion in the scientific community was the adoption of the Order of the Ministry of Education and Science No. 32 “On the Procedure for the Establishment of the List of Scientific Professional Publications of Ukraine”, the issue of plagiarism and the struggle against it, as well as the practical aspects of the assignment of the DOI, etc. That is why the holding of a scientific seminar primarily aims at raising the level of competence of scholars and publishing specialists in Ukraine as a result of the generalization of the experience of international and domestic experts on the development of education and science and promoting its dissemination at seminars and mass media.

Rachel Lammie (UK) Director of the Information Development Department of the Crossref Registration Agency spoke about the rules, features and importance of assigning a Digital Object Identifier (DOI) to scientific publications. Highlighted the international resources that provide users with scientific information quick and easy access to the current status of the content, that is, they provide an opportunity to find out who cites their content and refers to it.

Report of Zolkover A.O. The Chairman of the Editorial Board of the Publishing House “Interneuka” was devoted to the issues of developing the electronic infrastructure of mutually citation of scientific publications.

Chaplay I.V., deputy editor-in-chief of the collection “Public management” in his report highlighted the issue of promoting domestic editions in international scientific and metrological bases, the requirements of compliance of magazines with international standards of publication of publications, etc.

Director of the Research Center for Forensic Examination on Intellectual Property of the Ministry of Justice of Ukraine, Doctor of Law, Fedorenko V.L. spoke about the potential of forensic expertise to identify unlawful borrowings in scientific publications, the peculiarities of regulatory legal regulation of intellectual property and innovation activities at the national and international levels. He highlighted the problems of intellectual property as an instrument for the development of science in Ukraine.

Radchenko O.V. The editor-in-chief of the journal World of Politics, Society, geography: Scientific journal of Pomeranian University in Słupsk (Pomeranian Academy in Slupsk, Poland) highlighted the issues of registration and peculiarities of the functioning of scientific publications in Poland in order to develop and support the international scientific communications infrastructure.

Report of the Head of the Informometry Sector and Facilitating the Publishing Activity of Scientists at the Scientific Library of the National University “Odessa Law Academy” Zubchenko N.I. was devoted to the threats of predatory scientific publications and how not to become their victim.

Presenters were interested in the answers to questions on the publication of scientific articles in English, as well as the use of internal and global article identifiers to ensure their recording and navigation in the scientific and informational electronic environment.

The format of the scientific event allowed all participants to exchange views on ways to solve the problems raised and to develop common views on the prospect of raising the rating of Ukrainian science and academics.
